We Must Save Free Healthcare

Here in the United Kingdom, we have the beautiful NHS, free healthcare. Yes, big shock to my US readers but yes over here we do not have to pay upwards of ten thousand dollars just to have a baby. However, the NHS is in trouble as we keep getting sidetracked by other issues. We cannot allow free healthcare to disappear it should be free to have your life saved or bring a new life into the world. Question, how do we save the NHS, allow the privatisation of unessential procedures but who decides or have harsh penalties towards those who abuse or burden the NHS like heavy smokers and drinkers?
